Mesa Palos Verdes

Mesa Palos Verdes Homeowners Association is a volunteer association for 422 single family homes on county tracts 27789 and 28584, inside Highridge Road, Crestridge Road, Crenshaw Boulevard and Crest Road. Most are in Rancho Palos Verdes, and 23 on Stonecrest Road, Quailwood Drive and Whitley Collins Drive are in Rolling Hills Estates. Ray Watt bought the land in 1962, and most of the homes were built from 1963 to 1968. The association was incorporated in 1966, and only members who pay its voluntary dues can vote. It has no architectural review committee, so changes to homes follow city rules. Its board, which has a director from each of 10 zones, looks after the entry walls, signs and lights at both ends of Whitley Collins Drive.
